How to create partitons on a flash memory?

I have 4 GB pqi cool disk flash memory and I wanna create partition on that, I have used “windows enabler”, “partition magic”, “paragon partition manager”, but it will create first part partition, only second partition remaining of the disk, can not be partitioned, it will give error.
Is there any other better software to create partition on flash memories?

Here you go. But why would you want to do that? Doing so takes away the benefit from pulling out the drive anytime.
